Overview

This role is responsible for development, delivery and implementation of the ICS Green Plan and other complementary governance to meet the needs of the NHS’ Net Zero target, in accordance with local, national, regulatory targets and compliance.

 

The post holder will develop the ICS Green action plan, outlining deliverables that will raise awareness throughout the ICB and will be adopted by employees and embedded throughout the ICB. They will work with portfolio and directorate leads, to support and enable senior managers, clinicians, partners and portfolio directors to deliver the action plan.

 

The role is responsible for developing and implementing the Green Plan, alongside other areas of governance and policy and other supporting strategies, with consideration of the national Greener NHS Policy and the Sustainable Development Goals (SDG’s) and identify resources needed to enable programme delivery.

 

The post holder will develop and identify actions for an Action Delivery Plan to support new policies and strategies that underpin the NHS’s Net Zero work.

 

The Sustainability lead will promote, lead and raise awareness on any activities, campaigns or projects that may arise from the action plan.

 

The post holder will providing technical expertise on Environmental & Sustainable Management, ensuring that the ICB/S is compliant with Environmental Legislation and will apply for any potential funding opportunities that will benefit the ICB and system partners.

 

 

 

Main duties of the job

The post holder will contribute to achieving the key purpose of the ICB:

– Improving outcomes in population health and healthcare

– Tackling inequalities in outcomes experience and access

– Enhancing productivity and value for money

– Helping the NHS support broader social and economic development.

Leading on project development, delivery and management of all Sustainable Development projects. E.g., Behaviour change projects, marketing campaigns, capital projects, and supporting other change management practices to improve efficiency, reduce carbon emissions and to improve social value.

The post holder will use developed persuasion and negotiation skills to ensure that there is appropriate buy-in and engagement across programmes.

 

The Transformation Programme Lead will line manage the post of Transformation Manager and other direct reports.

 

The post holder will work collaboratively with internal and external stakeholders across to ensure effective management of interdependencies and delivery of objectives.

 

About us

The Staffordshire and Stoke-on-Trent NHS Integrated Care Board (ICB) is responsible for planning functions; managing the NHS budget and arranging the provision of health services in the geographical area.

Location Home based/hybrid working (most of posts).

Travel on occasions to a Hub location with at least 1 days notice

New starters are expected to collect IT equipment, from offices in Stoke-on-Trent, and if based at home are required to have appropriate desk/chair/ relevant equipment in compliance with DSE regulations

Posts at Band 8c and above, will take part in the On-call rota, flexible over 7 days, supporting the System Control Centre, with full training provided.

  • Overall responsibility for the programme management of the Green Action plan programmes, projects and workstreams to track and record progress against the strategic objectives and plans;
  • Utilise existing methods, techniques and data to measure the performance of strategic programmes, projects and workstreams and work with colleagues in other teams across the health and care system to develop new/alternative methods and techniques to enhance reporting and performance ;
  • Work with portfolio, finance and estates leads to ensure consistency of reporting for all programmes
  • Work with the Finance team to ensure consistency of reporting of financial information across the ICB, to ensure accurate financial baselines for all strategic programmes, projects and workstreams are identified and recorded and to continually monitor the programme budget to ensure delivery is within the agreed financial envelope
  • Develop processes to ensure that programme information is appropriately communicated with all relevant internal and external stakeholders (e.g. GPs, PCN, Providers, etc.) in as real time as possible;

 

Experience

Essential

  • Five years senior management experience in the NHS, Local Authority or other relevant service sector
  • Experience of partnership working at a senior level across multiple organisations
  • Experience of Managing a team
  • Substantial experience of successfully implementing strategic change across multiple organisations
  • Significant experience in PMO and Programme Management in large complex organisations

Qualifications

Essential

  • Degree level education or similar equivalent academic ability or equivalent level of experience working at a senior level.
  • Educated to Masters level or similar equivalent qualification or experience
  • Evidence of continuing professional development, which demonstrates the theory and practice to operate at a senior level

Skills and knowledge

Essential

  • Project and Programme Management skills and Experience
  • A broad understanding of the NHS including its scope, structure, methods of operations, interrelationships, policy drivers, system reform and modernisation agenda
  • Significant in-depth understanding of the NHS and how it interfaces with other agencies to deliver improvement in services, efficiency and outcomes
  • Ability to critique and understand complex, diverse and contradictory national policy and guidance and translate this for local implementation
  • Manage multi-stranded programme and project budgets from a range of income sources
