JOB SUMMARY

The Energy and Sustainability Manager will be the lead specialist responsible for developing and driving forward the Trust’s energy and sustainability management programme. The post holder will strive to improve the Trust’s energy performance and meet local and national targets whilst ensuring the cost effective purchase of utility supplies to ensure the Trust operates within the defined energy budget. The post holder will provide technical interpretation from internal and external sources and implement energy saving technology wherever practicable.

The post holder will lead on the development, organization and management of the organisation’s sustainability reporting including energy, water and Scope 1, 2 and 3 carbon emissions playing an important role in developing and delivering the organisation’s emissions adaptation and mitigation plans and implementing our approach to sustainability reporting and benchmarking.

The post holder will be expected to liaise with a wide variety of Trust staff and external organisations and provide specialist knowledge to ensure effective service delivery, ensuring those services related to energy and the environment are included within Service Level Agreements within the Trust.

The post holder will produce regular reports for Trust Board following analysis of complex information to assist in securing funding for the implementation of energy saving projects, together with the production of Trust policies on energy and sustainability management.

To assist promote a Trust wide sustainable environment culture in the operation and construction of Trust estate and ensure the Trust addresses and achieves all of its energy management  and sustainability management targets.

 

KEY DUTIES / RESPONSIBILITIES

  1. To provide specialist knowledge and experience of energy management, sustainability management, utilities procurement and take the lead role in ensuring the Trust meets its statutory obligations in these areas.
  2. To formulate and regularly review long-term corporate policies and to develop and implement strategies and procedures for the management of energy and sustainability issues of the Trust.
  3. To collate, analyse and monitor sustainability data and information, monitoring and tracking progress to meet outcomes and deadlines on time, in budget and to a high standard.
  4. To develop and implement improved data gathering and management techniques that will improve reliability and aid reporting whilst reducing administrative burden.
  5. Oversee the collation and analysis of Scope 1, 2,and 3 emissions data, ensuring quality control, review and signoff as well as driving improvements in carbon reporting to support the Trust’s emissions mitigation / net zero plans.
  6. To develop business cases for Energy Projects and Invest to Save Applications
  7. Lead energy saving initiatives Trustwide, monitor these initiatives and report.
  8. To use knowledge and experience to assist other departmental managers in incorporating sustainability elements within new and existing policies and procedures.
  9. To assist develop, implement and manage along with the Trust’s Head of Estates Specialist Team and other Estates colleagues sustainability management action plans for the organisation including the research and implementation of new developments/projects.
  10. To develop and co-ordinate a rolling action plan for the environment, designed to deliver year-on-year improvements in environment and energy performance.
  11. To manage the utilities budget (electricity, water, gas and oil, circa £14million per annum). Analyse and review complex tariffs and utility supply contracts to ensure the most cost effective and optimum arrangements are in place at all times. To include authorisation for payment of invoices and advise the Finance Department of tariffs and costs through financial expenditure projections and to assist budget setting for multiple utilities at all sites.
  12. Develop and manage the provision and reporting of environmental sustainability data for Trust directorates / departments across the Trust to embed a collective responsibility for the Trust’s emissions mitigation (net zero) plan.
  13. Leading the coordination and preparation of data and information for annual sustainability and energy reporting.
  14. Assisting senior management with the continued development and implementation of the Trust’s emissions Mitigation and Adaptation plans.
  15. To provide specialist information, relating to their area of responsibility, in completion of the annual Estates returns or other statutory returns.
  16. To monitor the building energy management system (BEMS) to ensure efficient energy conservation is achieved throughout the Trust, by the analysis and interpretation of complex information.  Propose potential energy saving initiatives
  17. Regularly review of all sites/buildings, plant rooms and boiler houses, monitor the level of utility usage and establish comparative data to enable highly complex comparisons to be made of performance and benchmark against appropriate indicators. Analyse this data and use to set annual efficiency targets for all utilities. Provide Board level reports in line with the Government’s latest energy efficiency targets and other central initiatives.
  18. Provide specialist advice relating to energy & sustainability design  and work closely with the Estates teams on new build and refurbishment projects to provide a briefing for engineering services and building fabric elements re: the impact on energy and the environment.
  19. To ensure adequate systems are managed and maintained to facilitate effective management of energy and the environment including the design, implementation and development of new reporting and information systems.
  20. To provide specialist knowledge and contribute to the annual review of the Energy section of the property appraisal survey and update in accordance with agreed arrangements.
  21. Undertake site energy audits and surveys and produce reports as required.
  22. Act as the Trust’s nominated environmental management officer.
  23. Ensure effective 2-way communications strategy with all stakeholders including staff and patients with regard to energy and sustainability issues ensuring appropriate level of information is readily available.
  24. Ensure that the Trust meets all statutory requirements in relation to the environment and provide information to the Senior Estates Manager in order for the Trust Board level reports to be produced for verification as required.
  25. To ensure effective delivery of energy and sustainability elements of service level agreements and to ensure monitoring and targeting reports are available to the Senior Estates Manager on a monthly basis, covering aspects of service, quality, performance and finance.
  26. To be responsible for the development and delivery of energy awareness training to all Trust employees. To identify generic training needs of all relevant Trust employees and the levels of competency required for effective energy and environmental management. To identify and instigate the most appropriate method of delivering training to all Trust staff where appropriate.
  27. Undertake monthly audit/review of usage of the building management system and produce recommendations to the Senior Estates Manager on changes required.
  28. Ensure compliance with Trust standing orders and standing financial instructions.
  29. Provide and receive complex information and give specialist advice on areas within your management control in response to national and local directives as appropriate.
  30. To help design, develop, manage and maintain intranet pages on energy and sustainability issues to enable up to date information and awareness of each topic to be available to all staff.
  31. Manage the Trust’s commitments under the Energy Performance of Buildings Regulations including the management of Display Energy Certificates throughout the relevant areas of the Trust.
  32. Represent the Estates Department on Trust committees.

 

GENERAL MANAGEMENT RESPONSIBILITIES

The post holder will, in the event of a concern being raised with them, ensure it is managed correctly under the South Eastern Health & Social Care Trust’s Raising Concerns Policy and ensure that feedback/learning is communicated at individual, team and organisational level regarding the concerns raised, and how they were resolved.

  • Demonstrable knowledge and understanding of Climate Change Act and Sustainable Development Goals and Net Zero and how this relates holistically to a large, complex organisation.
  • Demonstrate experience in identifying and delivering energy improvement energy related initiatives and projects
  • Demonstrate working with a diverse range of stakeholders, both internal and external to the organisation to achieve successful outcomes
  • Demonstrate experience in compiling and analysing data including working with Microsoft Excel or similar software to compile reports

Shortlisting by Application Form:

Qualifications/ Registration: A  degree in  mechanical, electrical, building services engineering or sustainability development related discipline recognised by the Energy Institute or the Institute of Environmental management and Assessment plus three years relevant post qualification experience

OR

A HNC/HND in Mechanical Engineering, Electrical Engineering or Building Services Engineering together with 5 years energy/environmental management experience Shortlisting by Application Form

Other Hold a current full driving licence which is valid for use in the UK and have access to a car on appointment. This criterion will be waived in the case of applicants whose disability prohibits driving but who have access to a form of transport approved by the Trust which will permit them to carry out the duties of the post Shortlisting by Application Form.

  • Relevant experience with a clear specialisation in environmental sustainability reporting in a large and complex organisation
  • Up-to-date knowledge of Energy Conservation, sustainable development and environmental management techniques, including investment appraisal techniques
  • Knowledge of sustainable design
  • Working knowledge of Microsoft Office packages and computer software for monitoring and targeting, data processing and presentation of information.
