Overview

Economic Growth & Sustainability is part of the Council’s Place & Economy Directorate and spans different activities from inward investment and business support to external funding and programme management, to digital and electric vehicle infrastructure, to climate change and sustainable living.

External funding is a crucial element of the team’s work. It is responsible for identifying opportunities, developing business cases, bids, and submissions to secure funding to support economic growth and regeneration, and putting in place robust processes and systems to ensure that resources are targeted to deliver improved outcomes. This involves a mixture of bidding in competition with other areas and securing funding which has been provisionally allocated to the area but requires the submission of an Investment Plan or similar case to confirm and drawdown the allocation.

Currently, work is underway to advance the development of a Local Area Energy Plan for North Northamptonshire.  This team supports the delivery of strategic projects that enable environmental resilience, adoption of low-carbon technologies, and sustainable development across the area. It works across departments — such as Planning, Highways, and Assets — and with external partners to embed sustainability into policy and initiatives. This includes promoting carbon reduction practices, supporting sustainable employment and skills programmes, and ensuring that inward investment aligns with environmental priorities.

The team also contributes to policy development, public engagement, and the integration of sustainability metrics into project performance frameworks, helping the Council meet its long-term climate and economic objectives.

The focus of this role is supporting the delivery of the Council’s Economic Growth Strategy, Local Area Energy Plan, Climate Change Strategy, and other strategies, plans, programmes and projects, and related activities, involving the team.

What will you be doing?

  • Assisting the team with the delivery of the Economic Growth Strategy, Climate Change Strategy, Electric Vehicle Infrastructure Strategy and other strategies, programmes, and projects
  • Supporting delivery of programme/project activity including with the maintenance of accurate, compliant records and provide other administrative support as meetings, raising purchase orders and invoices, meeting organisation, minute taking and project promotion via website and associated content updates
  • Preparing report data and narrative for internal and external audiences on programme/project performance, providing supporting narrative for stakeholder reports and meetings, and supplying data for funder and other reporting
  • Ensuring accuracy, confidentiality, and security of information and responsibility of GDPR governance when involved with partners, stakeholders and members of the community
  • Supporting delivery of any associated events to promote project activity, including assisting with the administration of the event – including venue bookings, delegate registration and agenda planning
  • Supporting management and monitoring of Government funding, including spend, delivery and alignment with relevant legislation and guidelines
  • Developing and maintaining accurate and compliant electronic and hard copy records to include inputting to the programme/project information management systems ensuring audit compliance and data policies are followed
  • Assisting in the completion and submission of financial claims and monitoring returns
  • Demonstrating awareness/understanding of equal opportunities and other people’s behavioural, physical, social and welfare needs.

About you

  • Project support-related qualification or experience
  • Educated to A Level or equivalent in a relevant subject (business, planning, geography or related), or equivalent by experience
  • GCSE Grade 5 or above in Maths and English Language
  • Experience of working within project teams, providing secretariat support and monitoring outputs and performance to defined guidance and deadlines
  • Ability to organise, prioritise and work autonomously, meet targets and manage tasks with limited resources and time kills supporting programme or project delivery
  • Experience of working internally and externally with people across all levels of seniority
  • Experience and knowledge of working on government funded programmes and projects
  • Understanding of government auditing processes and experience of financial audits
  • Experience of project support and budgetary systems and reporting
  • Experience of working within Local Government and the understanding of decision-making processes and structures
  • Ability to interpret and report on project-related management information, data, and reports
  • Awareness of Information Governance, Data protection and confidentiality issues
  • Ability to create and manage complex spreadsheets, maps and databases, with competency in MS Word, PowerPoint, Teams and Outlook
  • Competency in budgetary functional skills including analysis of claims and associated evidence, and management and reporting on budgets
  • Ability to analyse, check, and present complex information clearly.
